The governments of some countries provide scholarships to their citizens for graduate study programs.
One example is Kazakhstan. Kazakh citizens between the ages of 18 and 35 with a GPA of 4.5 or higher and a score of 90 points or higher on their National University Test are eligible to apply for the so-called "Bolashak" study abroad scholarship.
Serbia has a similar scholarship program called the Fund for Youth Talents. Applicants may not be older than 26 and must plan to return to Serbia for at least five years after completing their degree abroad. Please search the website of the Serbian Ministry of Education and Sports for additional information.
Recently, the State Oil Company of Azerbaijan (SOCAR) agreed to provide scholarships to Azeri students for various degree programs in Germany. Please inquire directly as to whether these scholarships may also be used for studies in Public Policy.
Please check to see if your government provides such opportunities as well.
